Was born in 1985 in Abinsk, Krasnodar region. When he was 7 his family returned to Crimea. In 2003 joined the Symferopol Higher School for the specialty "PC Operator". Has secondary degree as "Turkish and Crimean Tatar philologist". Got married in 2007. Lived in Bakhchisaray together with his family, his wife and four kids.

Mumine Salieva says: "Everyone called him "minister in youth affairs" Because he knew how to gather young people around him with just Michael Jackson's "moon walk". Everyone shout: teach us, theach us please, we waanna do that too!"

When Russia tried to annex Crimean peninsula in 2014, Seiran started visiting courts on fabricated cases and the places where searches were held as citizen journalist. On January 26, 2017 search was held in his own home. Same year second search was conducted in Saliev's place. Seiran and his lawyer Emil Kurbedinov were detained for 12 and 10 days respectively. On October 11, 2017 Seiran and five other crimean tatars were arrested on charges of terrorism. On September 16, 2020 Southern District Military Court in Rostov-on-Don sentenced Saliev to 16 years of imprisonment. The verdict has not yet become effective: the defense appealed. The appeal hearing is pending and Seiran is being held in SIZO-3 in Novocherkassk, Rostov region of the Russian Federation.
